The mind control story continues There are three distinct but presumably related areas of activity. One is the use of involuntary implants as receivers and/or transmitters. The others are the broadcasting of voices – what has been called synthetic telepathy – and the use of microwaves to influence behaviour. All seem to exist; the technology leading to them has been identified; the patents researched (some have been reproduced in these pages; see Lobster 34, for example); both exist in an historical and operational framework which makes both their development, trial on involuntary subjects and eventual deployment not surprising.(1) The bastard offspring of Sid Gottlieb and MKULTRA are among us.
Microwaves
The problem for the microwave victims is that of evidence: they can produce none other than the first-hand reports of other individuals and accounts of programs being run by this or that military body. None of which would impress the legal mind. The man who first introduced me to this field, Harlan Girard, runs a group in the United States, the International Committee on Offensive Microwave Weapons, which recently tried to get a legal case going in the United States. To quote from the judgement of Gladys Kessler, a judge in the US District Court for the District of Columbia, the Committee charged that
‘many federal departments and agencies unlawfully conduct advanced weapons research using human subjects without first obtaining their consent….that the United States, through various federal agencies, has unlawfully failed to promulgate regulations for the protection of human subjects involved in classified research…..seeks declaratory and injunctive relief, as well as costs.’
Judge Kessler rejected the suit on the grounds that the Committee ‘failed to establish standing to sue on behalf of its members’, as well as making claims that are ‘too generalized and nonspecific to support a complaint’.
If the first objection could be overcome, the second still looks insurmountable.
The piece below by John Dawes struck me as useful introductory guide for the scientifically-challenged – I am one such. This field is very hard to make intelligible to the general reader and Mr Dawes has come as close as anyone. The fragment from Kath Kasten looks to me as good a starting hypothesis about ‘the voices’ as I have seen.
ELF and Mind Control

ELF (extremely low frequency) radio waves are very difficult to produce and transmit, requiring large and expensive equipment and considerable amounts of power; and, according to UK government sources, only the USA and Russia at present have the capability to transmit ELF.
Although difficult to produce, ELF waves make use of the electrical capability which exists between the ionosphere and the surface of the earth and, unlike the usual radio communication waves which dissipate their energy over a relatively short distance, ELF can travel right round the world with very little loss.
Since the 1950s it has been known that very small electrical signals applied to the brain can affect consciousness, produce mood changes and alter sleep patterns. The frequency of the signals required to produce these changes are in the very narrow band 0.1 – 10 Hz, these being the electrical frequencies, Delta and Theta, which occur normally in the brain. It was thus a simple step to put these two things together, to amplitude modulate an ELF radio wave with brain type frequencies to produce a device of mass brain control capable of covering an entire country or even a continent.
To obtain a specific mental effect it is necessary to chose a particular ‘brain frequency’ and a waveform. Choosing a frequency is easy but a complicated waveform would be difficult to produce artificially. So a simple solution is to use one already made: i.e. to take the waveform and frequency from the head of a living subject, amplify and transmit. Any subject may be chosen from a healthy, well balanced person, to one with a mental disorder or in a highly emotional state. It is thus possible to imprint an alien mental state on a large group of people.
That ELF transmissions exist is beyond doubt. That the modulation is in the frequency range 0.1-5 HZ with waveform patterns identical to human brain patterns is beyond doubt. That the signal is being picked up by the electrical supply system and thereby conveyed into homes, workplaces, schools and hospitals is beyond doubt.

The voices in the head
‘The [voices in the head] the survivors report are not live … they are recorded…. Over a period of months and years, conditioned responses are patterned into the brain’s neural pathways. This neural patterning requires millions upon millions of repetitions, but eventually the victim’s brain is conditioned to produce the responses that their torturers wished to implement…..Over time, the neurons in the victims’ brains become conditioned to repeat these superimposed patterns of brainwave activity. As time goes by, the victims’ brains become the source of these “broadcasts”. Soon, as more neurons become more deeply conditioned, these externally patterned thought processes become more and more pronounced (louder). Ultimately, these brain wave patterns become self-sustaining….’
