Extracts from the Testimony of Harlan Girard Managing Director, International Committee for the Convention Against Offensive Microwave Weapons, before the Human Subjects Subcommittee, National Bioethics Advisory Commission, Washington DC, 19 October 1997.
In 1982 an obscure government office called the Congressional Clearinghouse on the Future published a study called ‘Future Agenda’. The obscure chairman of the Congressional Clearing-house on the Future is now the Vice President of the United States, Albert Gore Jnr. In two places in that report, ‘Future Agenda’, the words offensive microwave weapons are used, and in one place the words offensive microwave weapons are linked with the words mind-control mechanisms. Now, I’ve never seen the words offensive microwave weapons used in any other government report. They’re out there. They’re in Special Access Programs. They’ve been used on women’s groups like the Greenham Common women and the Women’s Encampment for a Future Peace and Justice at Seneca Army Depot in New York.
Because of my interest in the technology, I am contacted from time to time by people who believe they are being assaulted with microwave weapons by the government. I am doing the government’s work it. I am interviewing and listening for hour upon hour to people to try to separate out the cases that are credible from the cases that are people who want to be victims of government research…
I want to point out that we have an unblemished history of human experimentation now dating sixty-five years without relief: sixty-five years of crimes against humanity which have gone unpunished and, for the most part, unacknowledged.
You’ll be happy to know the government is no longer experimenting on the poor and the vulnerable. It’s now experimenting on nice middle-class people like yourselves. Psychologists, engineers, social workers; black, white, asian; Christian, Jews, Buddhists – it’s an equal opportunity killer. (The one glaring exception, which requires a lot more thought, is that of the more than 100 cases I find credible, there aren’t any homosexuals in what I call the Electronic Concentration Camp System.) There’s a regular profile: single, lives alone, weak family support. Highly verbal people, very intelligent people, preferably diarists, because the idea of experimenting on involuntary human subjects is to get feedback. You can’t get verbal feedback out of a monkey. And these people have no known political affiliations. They’ve never been dissidents. They’ve never marched against the government, but they are all in the camp anyhow…
The one thing people come to me for, more than any other, aside from ‘How do I stop this? How do I mitigate the effects of these electronics?’ is legal counsel. Everyone one feels that there is some legal way to end this, and all the attorneys I have spoken with say electromagnetic radiation leaves no legal evidence. You have no legal basis. We can file a case but it will be thrown out in discovery. And although there are many humanitarian groups in Washington, there is no one, despite the history of the subject, that will take on anyone claiming that they’ve been victimized in a mind-control experiment.
