62. Disinformation: From Euros to UFOs [Lobster #40 (Winter 2000/1)]
... ) The story was written by Con Coughlin and attributed to a 'British banking official'. As the trial revealed, said official came from MI6, who had been supplying Coughlin with material for years. Leigh describes how, when Coughlin asked his source for evidence, he was shown but not allowed to copy documents. This is the classic IRD disinformation technique, described in use in Cyprus in the 1960s by Charles Foley in his book Legacy of Strife (2 ) and, more recently, by Colin Wallace working in Information Policy in Northern Ireland in the 1970s: show the dummies forgeries but don't let them take them out of the room Finding MI6 disinformation in the Sunday Telegraph ...

... his colleagues. Wallace is also the masked gun-man on the top corner. The lithographic plate made to print this is hanging on Wallace's sitting room wall. Dowling comments on the Information Policy/Public Relations relationship: 'The Information Policy department was the cannon, Public Relations was merely the shell. ' (p62) He mentions the IRD officer, Hugh Mooney, seconded to Information Policy - 'an Anglo-Irishman who liaised with the Foreign Office and the British Information Service outlets in foreign embassies. ' (p62) Did the press in Northern Ireland know about Information Policy? 'Like many of the better-connected reporters covering Belfast, Pascal had regular contact with the Information ...

66. Spooks and the House of Commons [Lobster #42 (Winter 2001/2)]
... in his piece about Parliament and spooks is the curious case of Ken Livingstone's parliamentary questions. In 1987/8 , fed by Colin Wallace and Fred Holroyd via Livingstone's then (unpaid) researcher Neil Grant, new (1987) MP Ken Livingstone put down hundreds of written questions in the House of Commons about the war in Northern Ireland, IRD, and the cases of Holroyd and Wallace. In Lobster this was discussed in issue 16 . But I also wrote about this is the now defunct magazine Cut (August 1988) and made the following comment: 'Livingstone appears to have hidden allies within the bureaucracy of the House of Commons. He has had astonishing luck in the lotteries ...

There are new accounts here of some of the major landmarks of British post-war decolonisation, Malaya and Cyprus; but, oddly, nothing on Kenya. The two chapters on IRD and the one on the covert support of the post-war European unity movement, contain both succinct and comprehensive syntheses of the extant material and a lot of striking new information. The most startling chapter is probably 15, 'The struggle to contain liberation', on the work by British diplomats and intelligence personnel to prevent the United States ...
